The South Elgin & Countryside Fire Protection District Board of Commissioners
are announcing the testing window to establish a Full-Time Eligibility List.
Applicants are required to complete the Public Safety Self-Assessment (PSSA) with the National Testing Network to be considered. Information on the PSSA can be found here.
Applicants MUST also complete the South Elgin & Countryside Fire Protection District Full-Time Application. The application can be found here. Applications and any supporting documentation must be either upload to the NTN website or submitted to Station 21 at 1090 West Spring St. South Elgin Illinois by October 25th, 2024 by 1600 hours. BENEFIT INFORMATION:

· Longevity stipends are offered to full-time employees per the labor agreement and commence at the five-year anniversary (only comparable department to pay a five-year longevity) of full-time employment (this becomes pensionable salary upon retirement).
· Sick time incentives are offered to full-time employees that do not call off sick for a scheduled shift during a calendar year ($500 annual incentive-non pensionable).
· Firefighters work a 24-hour shift followed by 48 hours off-duty. Kelly Days are scheduled every 18th duty day for employees assigned to a 24-hour shift.
· Sick leave for 24-hour shift employees accrues on a monthly basis at the rate of 12 hours per month. Employees shall earn sick leave from their first day of employment and shall continue to accumulate sick leave until separation of employment with no maximum accrual of hours. The District will buy back sick time (at retirement with a minimum of 20 years of full-time service) from the employee at one third of up to 1620 hours at the employee’s current rate of pay.

· Compensatory time can be earned for hours worked above the normal scheduled 24/48 shift (overtime) if the employee chooses the compensatory time rather than pay. Compensatory time accrual will be capped at a total of 216 hours per year. Compensatory time will be earned at a rate of one- and one-half times (1 ½).
· Firefighters are granted six (6) holidays per year (New Year’s Day, Memorial Day, and July 4th, Labor Day, Thanksgiving, and Christmas). These are earned and can be used during the year or bought back the final pay period in December of each year.
· The District offers a comprehensive and very competitive benefit plan including a District funded HSA health plan. Additionally, vision, dental, long-term disability, and life insurance are all offered.
Department Overview: South Elgin and Countryside Fire Protection District is a progressive emergency service organization that responded to approximately 3,950 combined fire and EMS incidents in 2023. The District is on track to reach 4,000 calls for 2024 as our annual call volume continues to trend upward. South Elgin Fire District protects approximately 30,000 people within 26 square miles encompassing the villages of South Elgin, Bartlett, Campton Hills, Elgin Township, St. Charles Township, and Plato Township in the Counties of Kane and DuPage.

Job Requirements
MINIMUM REQUIREMENTS AT TIME OF APPLICATION
· U.S. Citizenship
· Age: Minimum of 21 years of age and under 35 years of age at the time of application except as otherwise provided by Illinois State Statue. Copy of Birth Certificate required.
· Minimum of High School diploma or equivalent
· Valid Driver’s License
· No felony convictions and or crime
· Applicant must have any combination of the following:
o Basic Operations Firefighter and IDPH Paramedic
o Basic Operations Firefighter and IDPH EMT-Basic
o IDPH Paramedic
· Successful completion of a Candidate Physical Ability Test (CPAT) with Ladder Climb Certification conducted by a licensed agency within twelve (12) months prior to application.
· Ability to read/speak English
· Vision must be correctable to 20/20
ADDITIONAL REQUIREMENTS THAT MUST BE MET AT TIME OF CONDITIONAL OFFER OF EMPLOYMENT
· Successful completion of a Candidate Physical Ability Test (CPAT) with Ladder Climb Certification conducted by a licensed agency within twelve (12) months prior to a conditional offer of employment.
· Valid Drivers License
· Must pass psychological and medical examinations.
· Must have any of the following combinations:
o Basic Operations Firefighter and IDPH Paramedic License, or;
o Basic Operations Firefighter and IDPH EMT-Basic that is currently accepted or enrolled and in good standing in an accredited and accepted IDPH Paramedic class*, or:
o Hold an IDPH Paramedic license*
*WITHIN ONE YEAR OF EMPLOYMENT, ALL EMPLOYEES MUST ACHIEVE THE LEVEL OF BASIC OPERATIONS FIREFIGHTER AND HOLD AN IDPH PARAMEDIC LICENSE WITHIN THE GREATER ELGIN EMS REGION.
FAILURE TO OBTAIN THESE REQUIREMENTS WITHIN THE PROBATIONARY PERIOD OF ONE YEAR (UNLESS OTHERWISE EXTENDED BY APPLICABLE STATE LAWS) WILL BE CAUSE FOR SEPERATION.

· Interviews will be extended to those applicants that successfully pass the written test. The Board of Fire Commissioners will conduct interviews the week of November 4th through 8th 2024, in the evening. Dates and times will be assigned at a later date.
· Candidates must submit copies of the following with the application by: October 25th 2024, by 1600 hours.

2. High School Diploma/GED-official transcripts
3. Valid Illinois Driver’s License
4. IL State Certified Paramedic or EMT-Basic license at time of application. Paramedic license required by time of employment offer.
5. Firefighter II or Basic Operations Firefighter certification
6. A copy of their CPAT certification with ladder endorsement with the last twelve months.
· On-line testing with NTN September 16th through October 25th, 2024.
· Interviews by the SECFPD Board of Fire Commissioners will be determined at a later date.
Disqualifiers: Must pass a pre-employment physical, drug, and a psychological examinations and a criminal background investigation. Failure to supply required documentation. Drug Use Disqualifiers: No illegal drug possession or use record.
Minimum component score: Must achieve a minimum score of 60 on each component the testing process.
Minimum final score: Must achieve a minimum overall score of 70 on the final eligibility list, prior to and exclusive of any added preferences points.
PREFERENCE POINTS: PREFERENCE POINTS (Form 4): After the initial eligibility list is created candidates who are eligible for preference points may submit for these points in writing to the SECFPD Board of Fire Commissioners (Form 5 and all supporting documentation required). Experience Points
· All applicants employed by the South Elgin and Countryside F.P.D. who have been part-time will be awarded preference points based off the following:
o Firefighter II/B.O.F. and EMT-Basic will be awarded one-half (1/2 or equal to .5) point for each year of successful service to the Fire District up to a maximum of 5 points.
o Certified Firefighter III and State of Illinois or nationally license paramedics shall be awarded one point per year up to a maximum of 5 points.
o Applicants from outside the District who were employed as a full-time firefighter/paramedic for at least two (2) years at another fire department/district will be awarded one (1) point for every one year of successful service up to five (5) points. No points will be awarded to applicants for service with a private employer who had a contract for fire or ambulance service with a fire department/district.
