Job Classification: Reserve Police Officer
The City of North Bend is soliciting applications for the position of Entry Level and Lateral Reserve Police Officer. The North Bend Police Reserve Program is seeking qualified community members who meet the tough standards necessary to become a North Bend Reserve Police Officer. The North Bend Police Reserve Unit is comprised of community members who volunteer their time to fulfill many of the roles handled by the agency's full-time sworn police officers. Several full-time officers started their law enforcement careers with the North Bend Police Reserve Unit, and many others have been content with just giving back to their community through continued years of service as a North Bend Police Reserve.

JOB DESCRIPTION
GENERAL STATEMENT OF DUTIES: Performs reserve peace officer functions of law enforcement and crime prevention work including community events, patrol, and investigations. Controls traffic, provides security for school district functions, and enforces state and local traffic regulations, and other ordinances and laws. Works directly with citizens in the areas of criminal and civil law enforcement.
SUPERVISION RECEIVED: Works under the direct supervision of a full-time Reserve Coordinator, Reserve Sergeant, or Reserve Lieutenant who assigns work details and reviews work for conformance to laws and departmental policies, rules, and regulations.
SUPERVISION EXERCISED: Supervision is not a normal responsibility of positions in this class. However, assignments may include the supervision of other police reserves and other volunteers.
TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following duties. However, these examples do not include all the specific tasks which a reserve may be expected to perform. May be rotated to areas of special emphasis such as investigations, alcohol and accident reduction, crime prevention, school functions, special tactics, and canine training.
1. Attend regular monthly meetings, regular training, Reserve Officer Training Academy, and complete the reserve field training evaluation process to transition to the solo reserve officer status within the program.
2. Patrols roads, residential and business areas of the City. Enforces traffic and criminal laws and issues citations or warnings to violators. Patrol school zones and high-activity areas. Conduct building security checks, and checks for suspicious persons and vehicles.
3. Responds to a wide variety of radio calls including thefts, juvenile complaints, burglaries, rapes, family disputes, barking dogs, loud parties, etc., and takes appropriate action. Even though it is not common for a reserve police officer to take on the entirety of major cases, they may still be the first officer to arrive on the scene. Performs minor first aid at scenes of accidents and directs traffic if necessary.
4. Assists the public in answering inquiries regarding directions, laws, and ordinances; aids stranded motorists; conducts vacation house checks; checks road conditions, street signs, and street lights and reports defects; gives other assistance to the public as needed. Assists other agencies as needed.
5. Makes arrests and issues citations when required. Handles and transports prisoners as called for by law. Prepares full and comprehensive reports on major and many minor activities within the officer's jurisdiction. Appears in court as a reserve law enforcement officer or witness with prior work being done on the preparation of the court case in conjunction with superior officers and various attorneys.
6. Investigates accidents and criminal complaints as assigned. Contacts victim‑witnesses‑suspects, handle evidence and conduct interviews and interrogation. Reports all pertinent information to supervisors.
7. Performs vehicle maintenance and cleaning, participates in department and regional training; and operates equipment such as computer terminal, radio, firearms, and automotive vehicles.
KNOWLEDGE, SKILL, AND ABILITY: Knowledge of the English language and spelling. Knowledge of self‑defense, restraint, crowd control, and crisis is helpful but not required at the time of appointment. Knowledge in specialized areas is also helpful. Skill in speech communications. Ability to work independently and make sound decisions. Ability to learn a considerable amount of factual material such as laws, statutes, regulations, ordinances, and procedures and apply this knowledge to the job. Ability to understand fairly complex oral and written instructions and act upon them accordingly; to deal courteously and firmly with the public, often in stressful situations.
Ability to operate assigned equipment skillfully, safely, and in conformance with applicable laws and regulations. Ability to prepare clear and comprehensive reports. Ability to establish and maintain effective working relationships with fellow employees and superiors, and to deal with the public in a firm but courteous manner. Ability to analyze situations quickly and objectively and to determine a proper course of action to be taken. Ability to learn and administer basic first aid.
ESSENTIAL FUNCTIONS: Physical strength, agility, and stamina sufficient to perform the work of this position; ability to communicate effectively orally and in writing; ability to work independently and make sound decisions. Ability to maintain mental fitness and ability to deal courteously and firmly with the public, often in stressful situations. Ability to work independently and make sound decisions. Must be able to develop and maintain positive cooperative team-oriented relationships with co-workers, supervisors, managers, and others you come in contact with.
EXPERIENCE AND TRAINING: Experience involving public contact. Graduation from high school or the equivalent GED certificate. Previous experience in law enforcement and/or college-level law enforcement-related courses is desired but not required. Possession of a degree in police science is desired but not required. Any satisfactory equivalent combination of experience and training which ensures the ability to perform the work may substitute for the above.
NECESSARY SPECIAL QUALIFICATIONS: Possession of or the ability to secure a valid Oregon driver's license. Must not have a history of criminal or improper personal conduct that may affect the suitability for police work.
WORK ENVIRONMENT/PHYSICAL DEMANDS: The work environment/physical demands described here are representatives of those an employee may encounter while performing the essential functions of this job. Work conditions may vary by shift. Tasks are performed inside while working in an office setting with a noise level that is usually moderately quiet. Most tasks are performed outside while working from a police patrol vehicle. Few tasks require heavy lifting, pushing, pulling, or carrying heavy objects. Physical strength, agility, and stamina are sufficient to perform the work of this class including work beyond normal requirements in emergencies. Flexibility is important because of the need to frequently enter and exit vehicles, inspect buildings, climb over and around obstacles, make sudden moves, etc.
Mental alertness is very important because of the need to make fine discriminations and decisions concerning subtle cues of impending danger or to discover inconsistencies in witnesses’ or situations changing dramatically within a few seconds, taxing the maximum of human endurance. Therefore, incumbents must remain physically and mentally fit to enable them to handle, with minimum force and backup, recurrent contacts and involvement with dangerous and potentially dangerous people, animals, and equipment.
